Wind Energy, EBEC Top Tiverton Council Agenda

The Tiverton Town Council will meet Monday at 7 p.m. at Tiverton Town Hall.

  The Tiverton Town Council will discuss a number of top issues Monday night, as well as hear an update on the East Bay Energy Consortium.  Garry Plunkett will provide an update on various wind energy interests, including the status of the East Bay Energy Consortium or EBEC. Bristol Pulls Out of Energy Consortium, Tiverton Wants More Information on EBEC

The Bristol Town Council voted 3-1 to withdraw from the group committed to exploring renewable energy. Tiverton council members said they need clearer guidelines on the East Bay Energy Consortium's intentions for the industrial park.

Bristol has pulled out of the East Bay Energy Consortium, voting 3-1 at the Oct. 10 Town Council meeting to back away from renewable energy group, reports eastbayri.com.  Nine East Bay communities, includeing Tiverton and Little Compton began the consortium in 2009 to explore the feasibility of combining resources across the East Bay municipalities to invest in renewable energy. The group got a boost earlier in the year when the state Senate approved it as a non-profit governmental entity, but the House Environment and Natural Resources Committee determined it should be "held for further study," which essentially killed the bill. EBEC Continues Push For Tiverton Wind Farm

At its July 16 meeting, EBEC refocused its push to create a renewable energy engine in the Tiverton Industrial Park, reports EcoRI News.

  The East Bay Engery Consortium will continue its push for a renewable energy project at the Tiverton Industrial Park, though conversations will likely stall until after November elections, according to reports from EcoRI News. At the consortium's July 16 meeting members discussed refocusing plans around new state zoning guidelines for wind turbines, which includes cutting the number of turbines from 10 down to 5 and installing solar arrays in the 177-acre industrial park. EBEC planners reportedly said the changes would still allow for a profitable project. East Bay Energy Consortium: What Happened and What is Next

Although the EBEC bill did not pass the House last week, its leaders would like to see it reintroduced this winter.

  In 2009, the East Bay Energy Consortium (EBEC) was founded in order to explore the feasibility of combining resources across the nine East Bay municipal lines to invest in renewable energy sources.  A bill to establish the group as a non-profit governmental entity, passed the Senate, but last week it was held before it got to the House. The House Environment and Natural Resources Committee determined it should be  "held for further study," which essentially, killed the bill. “It was a bit of a disappointment that it didn’t come out of the committee to be heard on the floor,” said Jeanne-Marie Napolitano, Chair of the EBEC Board. Little Compton Council President Comments on EBEC Bill

Robert Mushen said the town wants to look at the legislation, but even broader, the business of it establishing a policy for windmills and solar panels in the town.

As towns take a harder look at the East Bay Energy Consortium (EBEC) bills after showing support, including Tiverton, the Little Compton Town Council opted to form an ad hoc group to review them. Council President Robert Mushen said Thursday the council recently voted 5-0 to form a group of the school committee chairman, a town councilor, the chairman of the Renewable Energy Committee and two private citizens to review the language in the House and Senate bill. Letter: Energy Consortium Needs Certain Powers

New legislation to create the quasi-public East Bay Energy Consortium needs some clarification, including an explanation of proposed eminent domain power and issuing of bonds.

To the Editor: The East Bay Energy Consortium (EBEC), made up of the nine East Bay communities, has submitted a bill to the legislature to enable the creation of a quasi-public agency. New legislation creates a need to clarify issues and to inform the public. Background: EBEC was formed in late 2009 to use renewable energy and energy efficiencies to save taxpayer money by reducing the amount of energy our municipalities pay for. (Schools, streetlights, water treatment, and municipal buildings require a lot of energy.)  Each city and town joined through council resolution and a cash contribution or in-kind payment, and each city and town council appointed one representative and alternates to attend meetings and report back to the …

East Providence Council Supports East Bay Energy Consortium Legislation

Project supporters are hopeful the legislation is passed by early June.

In a 4-0 vote during Tuesday's meeting, East Providence City Council members approved a motion support a resolution that urges the General Assembly to enact legislation that establishes the East Bay Energy Consortium (EBEC). Nine communities have agreed join in on the green project that would erect wind turbines to cut energy costs. Tiverton, Little Compton and Portsmouth recently showed their support. According to Jeanne Boyle, planning director for the city, project supporters are hopeful the legislation will be approved by May or early June.  A potential site has been targeted in Tiverton. Tiverton Wind Farm Co-op Workshop Set With East Bay Energy Consortium

The Town Council approved of the Jan. 30 workshop at its meeting on Monday night.

The Tiverton Town Council voted 7-0 at its Monday night meeting to schedule a Jan. 30 workshop with the East Bay Energy Consortium (EBEC) to discuss the potential of a wind farm cooperative in Tiverton. The meeting takes place at 7 p.m. at Town Hall. On Tuesday, ecoRI reported that EBEC's goal is to create a regional alternative energy source that make up its nine towns - Tiverton, Little Compton, Portsmouth, Middletown, Newport, Bristol, Warren, Barrington and East Providence - and ultimately share revenue from the sale of electricity. EBEC is reportedly looking to install solar arrays as part of the project and is weighing its options on the price to buy electricity, either through National Grid or Rhode Island's electricity distribution…
