Is the "good old boy network" alive and well in Little Compton?

I'm a neighbor of Bob Faria on Francis Lane in Little Compton and I'm shocked by the total travesty in his yar. Without getting a permit (because he says it's temporary although it's buried in the ground,) and receiving no pushback from the building inspector and never talking to the neighbors, Bill Faria, a contractor, has brought in a 40' container to house his antique cars in a position where he doesn't have to see it, but the bordering neighbors find that it obstructs all views.  I just don't understand how someone can get away with this, other than the "good old boy network." As a contractor he knows all the right people.  Wouldn't you think he would let the neighbors know.  It just appeared over night.  And apparently we have no rights.  Recently he told me he was erecting a shed.  Would you call this a shed?
