Tiverton Police Union Contract Ratified

Tiverton's police officers, who have been working without a contract since 2008, reached an agreement with the town that was ratified at Monday's Town Council meeting.

 

Town officials called its agreement with the Tiverton police officer's union fair, after its ratification on Monday night.

Tiverton Police officers, which Town Administrator James Goncalo pointed out had been working without a contract or raises since 2008, took concessions in healthcare copays, restructured its pension plan and increased the number of years worked before retirement.

"This contract will save town 26 percent in healthcare premiums in addition to the fact that it more than doubles their copay in the process," said Goncalo. "Another significant item is that we have been able to extend their retirement to 25 years for all employess. It has been 20 years, as of July 1 2012, it is 25 years."

Another major accomplishment of the agreement is that is is starts to close the gap in the union's critically underfunded pension system. Accoding to Goncalo, the system is less than 60 percent funded.

The fund wil start to balance, as the town will increase its annual contributions to the fund from $550,000 to $700,000 and making additional one-time contributions each year to make up for losses in past years.

"This will have the plan emerging from critical status in eight years," said Goncalo.

Resident Donna Cook questioned the town's decision to continue funding a pension system that she said is unaffordable to taxpayers.

"I question, with the economy the way it is, it seems to me - has anyone ever thought of using 401ks and not pensions," asked Cook. "We just can't afford pensions anymore and it needs to be changed over to 401ks."

Council members said an abrupt change in retirement benefit systems is cost prohibitive, but by installing employee increases into the pension system, it would alleviate the burden on taxpayers.

"That's what's going on in these long executive sessions," said Councilman Robert Coulter. "We have put hours upon hours into these contracts. Each of these major contracts is a building block, if you will, into the long-term financial planning that we have been trying to do."

The TCC reasoning for long executive sessions is because they are working on these contracts. Ha ha. Let's not forget the hours and hours spent working on taking the school department money. Also let's not forget the couple of hours they spent discussing how they would go to jail if they didn't listen to the superior court judge who ordered them to return the money to the schools.

I would also like to point out that the town missed a pension payment into the police pension fund. What good does is increasing a pension contribution when you miss them in the first place?

Am I the only one who notices Tom cant admit when the council does the right thing. It make him seem like a joker . This contract was the best in decades. Thank for the hard work our council put into this win win for the town. The The Police Dept deserves credit as well. The were fair and honorable.

They didn't keep it a secret like the School Committee did! The School Committee is supposed to represent the townspeople and instead they are representing the special interest of the teachers and superintendent! I can't believe I moved here!

Remember, shelter before education...just like colonial times when everything was better and it was OK to judge people just by looking at them. Let's get back to simpler times. They are afraid of us, that's why they all took the pledge to overturn the FTR.

That is mis-information. The schools budget that was voted on last year was NOT $31,000,000. The school bonds are not part of their operating budget.

Sounds like the police officers made some big sacrifices. At least there are some level heads out there helping out during difficult financial times. And wow, four years without a contract AND pay raises. Who knew?

So if you work for a municipality you should never get a pay raise? Town/city employees have to live too. They don't live in Daniel T. Church or Highland Rd ect..

True true. I have heard council people mention police and fire when they talk about affordable housing. Bristol said it when Kane's way was being built and barrington mentioned it for walker lane and recently a councilwoman said it was why we need affordable housing. Then they nickel and dime the contracts to death. So are policeman and fireman rich or not? Lol. Talking heads.

As a democrat I think that's fair and was unaware that they were working without a contract... The meaning of negotiations is for both sides to come to an agreement... Although I'm really sick of being insulted by right wing db's
Not every democrat is in favor I the teachers unions etc... And not every republican is a jerk!
When is town politics going to be more about what's best for everyone in town instead of which democrat is this and wi h republican is that!
