Tiverton Council Wants More Time Before DOT Toll Hearing
The Tiverton Town Council is petitioning the state Department of Transportation to delay its Tiverton toll hearing, scheduled for Dec. 4.
Next week the state Department of Transportation (DOT) will take two days to conduct public hearings on the potential economic and environmental impact of tolls on the Sakonnet River Bridge.
Slated for Tuesday, Dec. 4 at 7 p.m. at the high school, the Tiverton hearing will convene the day after an identical hearing in Portsmouth. The Tiverton Town Council and toll opposition leaders would like to see that date pushed back. The Portsmouth hearing will take place on Monday, Dec. 3 at 7 p.m. at Portsmouth High School.
"One reason we have been trying to put the meeting off and why the DOT has not accepted that is because they have to have everything go through by August of 2013 or there won't be a toll on the bridge," said Rep. Jay Edwards during the meeting. "RIDOT is going to push this thing through."
In September DOT Director Michael P. Lewis said the hearings - a federally mandated step toward installing tolls on the bridge - would be the time to discuss environmental and economic impacts to the community. The details, however remain vague.
All testimony will be considered in determining a rate and placement for the toll.
At its Monday night meeting, the council unanimously agreed to request the meeting to be pushed back so that the public would have time to digest what happens in Portsmouth.
Council members and representatives for Tiverton's Sakonnet Toll Opposition Platform (STOP) Chee Laureanno and Joy Gilkeson complained the process seemed rushed and undefined.
"Where is the advertising for these [hearings]," asked Gilkeson, adding she had barely seen the two public hearings advertised. Gilkeson, however, has a plan. Armed with thousands of signatures and more than 100 letters speaking to how the bridge would personally impact them she wants to show the RIDOT in hopes it will reconsider.
The Tiverton STOP will meet tonight at 7 p.m. at the Town Hall, 343 Highland Road, to discuss its strategy in communicating the adverse affect a toll would have to residents and local business owners.
Gilkeson urged residents to submit personal letters detailing how their families and finances would be impacted. She also encouraged local small businesses to tell their story by submitting an Business Economic Impact Survey.

There is NO reason these hearing cannot be pushed further back and Mr Edwards and other should be fighting to make sure it happens, The purpose of the petition that thousands of Newport county residents signed was to make sure that A complete study of the economic impact, Has anyone sen such a study YET? The DOT sent out a survey on the Impct to 70 businesess over the Thanksgiving weekend and I hear only 26 answered, the DOT intends to use this as proof that NO ONE CARES. BULL the petion was in allmost 300 stores in Newport county and the numbers were still riseing, STOP has started their own inpact study anf over 40 bussiness in Middletown alone are responding, and I have another 20 in Porsmouth filling the survey out. I would say that this is just another attemptby the GA and the DOT to just sneak this by the voters DON"T LET THEM DO IT, CALL WRITE QUESTION ANY AND ALL, We have the right to be Given a complete fair , honest and open study, Anyone who is reading this knows thw issue we all worry about and the GA and the DOT don't care, ALL they see is THE MONEY, not people, not voters, not college students, jusy lile studio 38, THEY aren't paying attention, another BAD IDEA with BAD BAD results, STOP THIS NOW, DO nOT LET IT BECOME"A DONE DEAL " AGAINNO TOLLS

When the Petition started all we heard was "show us another way" More than one has been pointed out since then and the GA and the DOT have chosen to just go for the BIGGEST money grab they can get, OUR town council and OUR REPS upstate must FIGHT THIS NOW If put in place tools will never leave. Mr Edwards says the state needs everything in place by Augusy 2013, to me that leaves plenty of time for a COMPLETE study of the effects of this on the entire NEWPORT Countyand he and others should be fighting for this, I would honestly say that over 30,000.00 thosand voters got us this far and now the GA and the DOT are just trying to slide around all of us, STOP them now, If Not now than we never will

The RIDOT has already made its mind up about this bridge toll. As Rep. Edwards stated, they want to push this thing through for the summer. They want to hold these meeting back to back, without much advertising or fanfare, right before the holidays. They will claim they did their due diligence and received public input. But no matter how many letters they receive or how many people attend these meetings, their mind is made up.
While everyone who can should attend these meetings, the Federal Highway Administration is where our efforts should be focused. They have final authority over whether or not these bridge tolls will be enacted.

I think sending these same letters and signatures to the FHA is a great idea. Allowing for some people outside of the area, who will be able to place a fair and unbiased judgement on the issue, can make for great progress.
I just don't understand how RISDOT can't grasp that having tolls on the two major entryways to Aquidneck Island, is a bad thing?

Tech I agree that theThe DOT has made up it's mind, but the Ga can change it's mind and Mr Edwards should be working on that The DOT should not be allowed to ram this thru period and This fight should continue in any ways and form possible, Stop has it's own economic impact study taking place and Our reps should be fighting to make sure this is included in the record We might very well end up in court, and when you speak of defeating this by going to the FHA this is part of why we must not stop until every doors is walked thru. The Petition,l the signatures got us from "a done deal" to forcing to DOT to hold these meeting and now we must fight to make them open and fair, If we cannot get our reps to change the GA minds then we must continue on, everything we do will have to be viewed by the FHA, And We need Any all Reps to speak out in this OFTEN and LOUDLY, from the first person that signed until the process has either been redacted or stop by the FEDS we have to forge on, injuctions appeals, protest what ever it takes,t STOP is fighting hard, and we all know how bogus the DOT study was, On THAT we must STAND as one, 30,000.00 thousand voters will not be ignored, Reps had a secret plan to fix this I hope they spring it soon. There is NO reason for this study to be declared closed except to make this a quote "DONE DEAL again GO TO THE MEETING MAKE AND TAKE A STAND, Do NOT go quiet NOW, WE grow closer and stronger, it's how we got this far

Rich, you have to follow the history her, The TITBA were suppose to raise rates last year, in oreder to maintain their budget, Paiva Weed was approached about NOT raiseing the rates if other sourses were found, They trtid Bristol and got kicked out, Bristol has more ties upstate than THE RICH FOLKS OF NEWPORT COUNTY, so the plan for sakoneet tolls sprang to life, all thats was considered was the amount of money that could come in, NOTHING ELSE, and the GA AND our Reps Approved it by voting for the budget, They had no idea they would po some many folks and look so foolish and now that the petition has gotten life to the economic impct study's being done, they don't want to hear it, I believe 100% that a true study would make the entire state see how this idea will hurt the entire state, NOW Ralph Lewis, head of RI DOT has been made the head of the the federal highway assiciaie Leaders, not head of The Fed DOT but high enough to help us out, Where is he NOW? Like I said, we/you/us everyone/ lays down now and Only Newport county loses ,The Tiverton Indy park most of all, Get out the garlic folks because the states comeing to suck out some blood money for years to come and we/ you us get NOTHING back, Right now it will ALL go to the RITBA not the DOT or the GA, but that will change to, There will be TO MUCH surpluss monet for the Ga to leave alone, RIP OFF no other words
