LETTER: TCC Budgets Bad For Tiverton

Budget Committee member Christopher Cotta writes a letter to the editor.

 

 

To the Editor:

We have a new group in Tiverton – Tiverton 1st. Parents, grandparents, single folks, young and old have joined together to fight for a positive future for Tiverton. Tiverton 1st has done their due diligence to recommend a talented slate of candidates for local offices. I strongly support their candidates who are all dedicated to working together to solve issues – what a welcome breath of fresh air!

For the last four years we have been subjected to the slick, well-financed campaigns of the TCC telling us that it’s the TCC who will be fiscally responsible and “heal the divide” in Tiverton. Well, actions speak louder than words.

Fiscally responsible? Consider the budget proposed for the FTR by TCC President Dave Nelson. You know, the budget that proposed $600K in unjustified cuts to the schools, increased the municipal operations budget by 4.6% but failed to provide fire protection to one third of the town, raided our General Fund below legal limits, and projected bogus revenues from unidentified sources.

A majority of the Town Council proposing to give itself a spending increase of 4.6% is bad enough, but to pay for it on the backs of your children and grandkids educational future, using up your savings and claiming that extra money will magically just appear is not only indefensible but down right irresponsible.

Healing the divide? After stripping the schools of legally appropriated funds, forcing the matter to the State Supreme Court (all at great expense to you as a taxpayer), only to be denied, Nelson and the TCC have the “brass” to tell angry residents that they want to work together? Then, to demonstrate their desire to heal, they propose cutting the school budget by the same $600K!

And it’s not just the Schools. The TCC Council was alerted to the deplorable condition of our fire equipment, yet decided to forgo replacements in order to fund less critical needs. Rather than working together to resolve differences, the TCC took great offense that the Budget Committee wouldn’t do as the TCC wanted and resorted to accusing us of abusing our power. Similarly, your TCC-led council, who pushed so hard for the FTR, recently decided to spend money on a sewer study and a pump outboat – even though YOU as voters rejected both items in the final budget. The FTR was approved so that all voters could have a say on the budget, yet the TCC isn’t willing to abide by the voters decisions when they don’t get what they want. Did you know that TCC candidates Katz, Hollenbach and O’Dell are still actively suing our town to overturn the 2010 budget vote? Are these actions that bring the town together? Do you feel healed?

The TCC has continually slandered many hard working advocates in town because taxes have risen sharply. Yes, when a community builds three new schools, at a cost of some $30 million, and has over $2 million in state revenue cut, taxes will go up. No one was more vocal about the proposed spike in tax increases prior to the bonds than I, yet when the community adopted the small school concept and approved the new debt, your Budget Committee did everything in its power to implement the wishes of the majority that prevailed and mitigate the effect of the lost state revenue without looking back and complaining.

Do you really want to elect TCC candidates who will to continue this devastating divide and conquer at all costs strategy? I don’t. On November 6th I will be voting for Tiverton 1st candidates and I truly hope that you do too.

Mr Burke has Bunny Gate hanging over his head (FREE THE EASTER BUNNY!), Mr Cotta has FTR-Gate to answer for.

As you may recall, after the voters approved the FTR last year by a 3-1 margin, Mr Cotta went back channel to his pals in the General Assembly to try and have its implementation over ridden, using deceitful and dishonest tactics to deny the will of Tiverton voters. He failed.

Now here is the same guy whose underhanded scheming tried to overturn the will of the people after a fair election trying to mislead the same voters he holds in such distain with this. Don't fall for it.

Mr Cotta thinks you're pretty stupic, and suddenly he's completely reasonable, quick to appeal to the same people he tried to disenfranchise only last November. I urge you to consider the source, and reject what he says.

Don't fall for it. Cotta is aligned with the local demos, the $67,000/year local teachers (how much do you make?), CURB and T-1. His goal is to raise your taxes and pass the proceed along to his pals in the local unions (how much do you make?). He don't care if you're already taxed to the max, and struggling to make ends meet.
As least Nelson is trying to restore fiscal sanity to town undoing some 30 years of demo incompetence and misrule.
As someone said: if we can keep the tax rates down like the last couple of years, we might even be able to afford to live here.

Vote for those TCC people, I am.

Further to may point above, the FTR, which was developed and endorsed by the TCC worked. The Budget Committee proposal was accepted and the Nelson proposal was defeated. The electors spoke loud and clear.

My budget ADDED $400K to the prior years budget, and the School Committee and the Tiverton Democrat Party responded by calling it a cut, and threatened to close schools and cut sports. The demand from the Schools for about one million dollars was then tied to a threat- give us the $ or we will punish the community at large.
TCC supports smart budgeting and good government, a break from the past, a break from the divisive policies of the past. Join us and together we will turn Tiverton's finances around

Mr. Nelson you know full well that the School Committee "requested" approximately $975,000 in new revenue. Had your FTR budget been passed then the School Committee would have been forced to close a school or reduce programming in order to balance their budget. In other words your budget proposal forced the School Committee to put these options in play. Thankfully, residents saw through your plan to decimate the School Department. Finally, you are a member of the Town Council.

Regarding pledges, why haven't you and your fellow TCCer's pledged not support a FTR budget that will decimate the schools? Mr. Nelson you have no legal authority over the School Committee and School Department. Your blatant hatred of the School Department is quite evident by your actions over the past few years.

Smart budgeting? Mr. Nelson your budget also ADDED $630K to the municipal side. That is - they got everything they got the prior year plus an additional $630,000. And then you attacked the budget committee for doing it with your own "predictions" of doom and gloom. Please.

It shouldn't go unmentioned that Chris Cotta traveled to Providence, earlier this year, in an unusual attempt to convince legislators from other cities and towns to invalidate the votes of his own neighbors in Tiverton by killing the necessary legislation to ratify the charter change that created the popular and successful FTR.

I have a recording of that hearing, and it is my opinion that Cotta's testimony was at best deceptive and at worst a lie.

Mr. Katz why is it "unusual" for a citizen to exercise their right to speak on behalf of a bill that is before the General Assembly. Maybe if your fellow TCC/Town Council members had taken time out of their busy schedules to speak out against the toll when the General Assembly was discussing implementing them then the toll legislation might have been stopped.

Your opinion, regarding what Mr. Cotta said at this hearing is prejudiced at best.

It is unusual for members of a community to appear to testify at the state level in order to disenfranchise their neighbors.

Regarding tolls, I was at the committee hearing where they were introduced, and I was on the floor of both chambers of the General Assembly when it was discussed. I have published a list of the legislators who voted for and against it.

From what I saw, the only other people in the entire region who spoke against the tolls, at the time, were elected representatives who were at the State House in that capacity. Shame on you for trying to score political points on a rare issue of community agreement.

Typical of the Tiverton 1st tactics.

Observation persuades me that this commenter is, at the very least, sympathetic with Tiverton 1st. Similarly, his or her behavior is in line with comments from people who are more overtly involved with the group, notably group coordinator Gloria Crist. That is my opinion.

With regard to opinions in the opposite direction, such assertions are made on a daily basis around here.

In your world, if citizens can't go and speak before the state legislature regarding pending legislation who should? Regarding disenfranchisement, you mean like when Mr. Nelson and his fellow TCC Town Councilors voted for a $58,000 sewer study and another $18,000 for a pump out boat both of which items were rejected by the Budget Committee and opposed by residents at the May 1st FTR Hearing,

So just because state legislators spoke against the tolls, this means local officials should not have attended to voice their concerns? Shame on members of both the Portsmouth and Tiverton Town Councils failed to speak out against the tolls. It was a lost opportunity to try and make a difference.

The person in the best position to stop the Tolls was Jay Edwards, period, the GA isn't going to listen to any town council, They are elected to aerve the towns, Mr Edwards was elected to serve US, HIs district , If he had voted no on the budget all the other island reps would have had to do the same to saw face with their voters, With all of the 7 saying no along with 15 others the budget would not have passed, and they could have held the budget hostage until they and Piava Weed removed the right to TOLL our new bridge, If tese tolls are put in place remember that , once in they will never be removed To try and place this at anyona feet but THE GA and the failure of the DOT to maintainthe bridge is a great falsehood at best, Local politics has nothing to be argued about in or on here To just bounce this back and forth to creat bad feeling is bull from anybody on here who does so

jiml, are you for real? Since when does your rep go from member to super rep? And why do you give the TCC and PCC lead councils a pass? It seems that they could have done a lot more to stop the tolls but instead, like you, they sat on their hands and did nothing unti it was too late. How you can blame one person for this is astonishing. Maybe you should look at the real culprit, Gov Chaffee. He still has the power to make this go away but then I guess you're giving him a pass too. Maybe we should al blame you. If you had started the petitions sooner, maybe this would never have happened. According to SouthCoast Today, "FAIRHAVEN — The town received a new 23-foot pump-out boat at a ceremony Thursday at Pease Park Boat Ramp.

Harbormaster David S. Darmofal said the new boat allows the town to continue offering free pump-out services to all recreational boats in Fairhaven-New Bedford Harbor and in Fairhaven marinas.

He said selectmen Chairman Dr. Brian K. Bowcock received the boat on behalf of the town. Tom Beaulieu of the state Division of Marine Fisheries and Mark Rasmussen, president of the Coalition for Buzzards Bay, were also present at the ceremony on Middle Street.

The boat cost $79,000 and was purchased with 75 percent state funding and a 25 percent local match under the Clean Vessel grant program, according to Darmofal.

The new boat replaces a 1995 pump-out boat, which was also purchased under the Division of Marine Fisheries' program."

Will the service be free in Tiverton and Portsmouth, as it is in Fairhaven?

Is Tiverton getting funding from the state?

I have done a lot of thinking on who I believe will bring our town forward in the next two years. While I haven't always agreed with the TCC members of the council. They have done far more to move the town in the right direction than previous councils. No one agrees on every thing .
You can please some of the people most of the time.
You can please most of the people some of the time.
You can never please all of the people all of the time.
When you weigh the good and the bad where do you come out. Do we go back to over spending and huge tax increases or stay the course with growth of our tax base and reasonable budgets ?

Any chance the purchase of a pump out boat is helpful to John Perkins and his business?

A failure of leadership? Reasonble TCC budgets?I consider the TCC a huge failure. Two years ago you promised as the President of the TCC in a letter to all the papers and in emails forwarded around town the following:

“TCC has stated numerous times, and do so again now, that we support flat spending and expanding the tax base to relieve the burden on residential property owners. TCC endorses those candidates who are committed to holding down spending and taxes. We also want to change the openly hostile attitude toward economic development in town by welcoming community minded business men and women to join us in the effort.”
The TCC was elected to control spending and yet approved the largest municipal increase to the budget in over three years and did it TWO YEARS IN A ROW. Not prior councils, you. Yes, the tax rate increase was the lowest in a decade but TCC did nothing to achieve that, that was the budget committee and the people. As far as being business friendly, just look to Four Corners and the Oyster Farm (NIMBY).
You all bitch and cry about the "tax and spenders" and you ignore the ridiculous budgets proposed by this group, including one to cover out of control spending of over 4.3%. The past two years is not how a town should be run. We need people in town that will control spending and show leadership. I agree that some past Council members aren’t the answer, but neither is this group. I will never forget all the false promises and flip flopped positions.

Mikr Burk endorses Cilline who bagged Providence, is considered a joke in Washington, will never get enough respect to get anything done good for RI and Mr Burke endorses him solely on the fact that he is a deomcrat? Is the town of Tiverton using a broker to purchase the pump-out boat?

Would that brokerage firm, perhaps be Wellington Yacht Brokers? And before you mock me, there are yacht brokerage firms that handle pump-out boats in addition to yachts. Not sure, however, if Wellington is one of them.

Was anyone aware that John Perkins, Candidate for State Rep. District 71, is a partner at Wellington Yacht Brokers?

John Perkins wife is Nancy Driggs, candidate for Town Council in Tiverton.

Would John Perkins and his associates benefit from a pump-out boat on the Sakonnet River?

HARBOR DEPARTMENT PUMP-OUT BOAT

The Town of Tiverton, Rhode Island is soliciting bids from qualified vendors for the furnishing of a pump-out boat for the Tiverton Harbor Department.

Specifications for the pump-out boat may be obtained at the Office of the Town Clerk, Town Hall, 343 Highland Road, Tiverton, Rhode Island 02878 between 8:30 AM and 4:00 PM., Monday through Friday or on the Town website at www.tiverton.ri.gov

Sealed envelopes containing Bids must be marked “Pump-out Boat” on the out- side and received at the office of the Town Clerk on or before 2:00 PM Friday, November 2, 2012 at which time they will be publicly opened and read aloud by the

Town Administrator or his representative

in the Town Council Chambers.

The Town of Tiverton reserves the right to reject any and all bids, to waive minor informalities or irregularities in any bid, and to make an award in any manner consistent with law and deemed to be in the best interest of the Town of Tiverton.

So here we are a hundred posts later and not one member of T1 has posted a statement or even a paragraph . No plan to fix our town . Just anonymous T1 supporters bashing the TCC . The truth is they have no plan other than raise taxes and give away contracts . The past repeated with this group. At T1 Taxes are the answer !

Mr. Cotta,
I just read your article in the Sakonnet times. Again another person in Tiverton saying pay more taxes. The reason the taxes in Tiverton are so high is because of mis-management of previous Town Council's over the years, who gave the store away.I moved to this town because of the low taxes and now we have the highest taxes of any town surrounding us. I've lived in this town for 25 years and believed for the first few years the schools needed more money until I wised up. Stripping the schools of money, what a joke !!!!!!!!!!!!! Unfortunately extra monies that were given to the schools and town were to line the pockets of unions. Tiverton does not have a large enough tax base to sustain all this spending. Pretty soon you and your pals will be the only ones living in Tiverton since no one else will be able to afford it.

billy-bob, it's called their job. It's the equivalent of saying you are lining your pockets at your client's expense. It's pretty juvenile and foolish to think otherwise, but then again we wasn't the ones banned as Fred Floon either.

Mr Cotta , is a member of Curb/T1 his letter to upstate is on that site, again this group has Brian Mredorios, Mr Reaick the school super and not a town resident, folks from out of town as members and donors, folks who refer to TCC voters and backers as belonging in Shtiverton, has been offered help in any way from the head of the Tiverton NEA ( for the teachers, not the kids) and all the folks with no names on here that attack others but hide themselves, Again THe FTR remonal and tax increases are these folks are after Period They started it last year before the votes and never stopped,

Maybe, Mr. Nelson will be more prone to answer questions at tonight's candidate forum that is being sponsored by the Newport Daily News. I can't wait to watch this on local cable. It will certainly be "Must See T.V."

Mr Nelson shows alot of sense...the tone of the comments on this site are....low. "Never wrestle with a pig, you get dirty, and the pig loves it."
It comes from the teacher/union hacks who are paid by their masters to assume multiple identities--make it look like there are alot of people who support their leftest ways, when there are not--and bash and lambast anyone who come up on the Patch who opposes their leftist propaganda. Take this post, for example: if it were not for me, old Billy B, it would have long since devolved into childish name calling and rancor.

Mr. Cotta spoke at a public hearing that was held by the General Assembly. Your good friend Mr. Katz stated that he saw Mr. Cotta testify. How is the a "back channel" move? Speaking at a public hearing? You can disagree with Mr. Cotta's position but at least tell the truth.

You better hurry up now, its almost time for the local cable show?

Why Joe, must you dance around the issue of the mutual love affair between you and the TCC? It's in black and white-The Patch article listed you as an ENDORSED TCC CANDIDATE, and when readers questioned you about it, you told the Patch editor to leave your name on the list as a TCC ENDORSED CANDIDATE.

Do you need the previous articles about your TCC endorsement cut and pasted word for word, or are you going to finally tell the truth?

I am watching the Newport Daily News candidate forum on 18. Katz speaks about as directly and as well as he writes. So far he is really struggling to answer any questions directly. Just more of the same from the TCC mouthpiece.

Yet another example of the lack of transparency and integrity that the TCC has been subjecting us to since they arrived here from wherever they came from. Their disdain for being forced to pay for the education of others children is palpable. Our community has the LOWEST PAID teachers in the state. Our community has the HIGHEST PERFORMING school in the state. Our cost of educating our children is below the state average. Yet it’s not enough for these fanatics. It’s evident to many of us that them paying any amount to educate the children of others is too much. Of late, they have resorted to comparing our teacher’s salaries to the national pay scale. In their mind comparing our community to Mississippi and West Virginia is a valid comparison and something to strive for regardless of academic achievement or the cost of living in these regions.
It’s truly sad that none of the TCC candidates has provided one idea on how to improve educational achievement in their platform and are truly obsessed with only the cost of education. Unfortunately, it makes it quite easy for these folks to recommending gutting the budget each year since none of them think they are personally impacted by the educational product in this town since they don’t have any children in the system. Our community can do better.

Can't believe I'm actually responding to your statement, but I just can't let it go by. Do you honestly believe that teacher salaries should be kept to the town average or less? Do you not see how very wrong that is? Would you say the same for doctors who treat the poor? Does the fact that teachers are educated professionals escape you?

What I'm saying is that taxpayers can only afford so much As I keep hearing from Curb/T1 "Tiverton teachers are the lowesr paid in the state" Forst they just signed a 3 year contract so why even bring that up, Why To get voters to believe Curb/t1 is good for the town because their for the teachers? The only thing Curb wants is to fix the FTR so only the budget commitee can put up a budget just tweek it a bit so it gets back more FTM style and special interests can run things again, This is bad for our town, Let the people who are moving this town forward continue doing what the ENTIRE town put them in place to do, Beware the faceless attacks from nameless people without the conviction to stand up for what they say!!!
